I think I'm with Alan on this one - I've read all the Sherlock stories, and
he comes across as an NPC, possibly a patron, rather than a playable
character.

For creating an actual PC, I'd take bits from the Agent chargen, modifying
the results as appropriate. For example:
- Don't bother rolling a "branch", just rule that they are in the equivalent
of Field or Intel
- Rename assignments: Undercover, Investigation, and Fieldwork are probably
OK as is, but Counter-Insurgency could be Covert Investigation, and Agency
Ops refers to the agency the character belongs to (even if it's just a "Sam
Spade" one-person operation)
- No decorations per se, but you could create some rules that allows a good
roll to mean they come to the favourable notice of the local (or Imperial!)
cops, and maybe allows some sort of quid-pro-quo assistance in the future
(like brownie points) - and an unfavourable roll means the opposite, of
course!
- No promos either, sorry! It probably makes sense to keep them as the
equivalent of a "non-commissioned agent" (should avoid silly Special Duty
results)
- For Special Duty, this could represent the Investigator being able to
attend a paid course (e.g. "Support School", , or maybe an unpaid dodgy
undercover assignment has enabled them to pick up skills (such as those in
the "Interrogator School" - wouldn't the Mafia run something like this as a
"learn by observing" practical "training"???  ;-)  ;-) )

This is why I mentioned the chargen rules when you asked for "inspiration".
After all, if you look at my Bibliography, you'll see all the older chargen
rules that were _my_ inspiration!
