Just remember, the Bureaucracy is not as bad as customer service... The government doesn't give you a negative performance review because you spent too much effort on achieving customer satisfaction, nor will it fire you for doing your job. I would definitely say that adventure needs some tables for names and how you find them (and we have toblerone over here too!), plus maybe (I haven't read it yet) the chance of an individual bureaucrat misfiling their paperwork or delaying it because they misfiled something else...
