GURPS Traveller has rules for various levels of grav sensors and their
detection rules.  Those could be a reasonable guideline from a source
that was at least once canonical.  I don't have the books with me, but
I'm pretty sure that getting a fairly precise fix was fairly easy
after the initial detection.

There are also stealth options though, which for someone rich and
averse to being tracked, would make sense.
