While true, the Imperium does have a "TL-15" requirement for its front
line active fleet units (IIRC, this was mentioned in CT somewhere), and
given the designs from S9, this seems to be substantiated.

I realize this is an old argument...but the technology dispersion just
doesn't make any sense whatsoever given historical norms on how quickly
a country can bootstrap itself or be built/rebuilt.
