Emergency agility is what you get if you turn everything but the drives
off. Normal agility is the acceleration you have with everything turned
on. The rules don't say this explicitly, but if you do the numbers,
that's what they show. Megatraveller, for reasons unknown, decided that
agility is a measure of how much power you have spare after powering
everything including the thrusters, so it *might* be an indication of
the ability to over-power the thrusters, but it never says that at all
(and seems to think that small ships are more agile than large ones in
the context of 20 minute combat turns).
