For A's & B's, I'd say (esp, since both have shipyards), that a HiPort is a given.
C's may or may not have one depending on....
I think that a 'D' HiPort would be rare unless there is a Naval Base or Scout Way Station or something like that.

p.s. Anyone ever think about a situation where a planet might have a HiPort but no DownPort?
