As others have said, it depends a bit on what you call a 'wormhole'.

Adventure 12 - Secret of the Ancients - certainly has Ancient teleportation technology,
which is implemented via what sounds like wormholes (through pocket universes, no less).
T5 also has Portals and Teleportation (at TL-24 and TL-25 respectively).

It's your TU, you decide. But, my advice would be to make them super-super-rare.
