of Conquest law. All states have the right to pursue their
security concerns in whatever way they think will assure
security without making major concessions. That isn't
'evil', but a "security Strategy".
Didn't
read Madden's book, but I note that the Roman Republic
was already a hated state on the peninsula well before it
became perhaps the most hated state in history as an Empire.
One of the principal milestones on the road to Empire were
the Marian Reforms and the professionalisation of the Roman
Army, and the USA is well past that point. However, I just
don't see an American Caesar :-)
