He would
have, after all, Sylea is vastly closer to Vland than it is
to Terra, and Cleon was unusual for having Terran
ancestry. But the First Imperium model clearly did not suit
his aims. I think his goal was to combine the decentralized
control of the 2nd Imperium and the centralized hierarchy of
the 1st. Then again, the 1st Imperium seems to be an empire
in name only; it was actually more of a corporate oligarchy.
The Shadow Emperor was
conveniently kept in the background as a god-like figure,
akin to the Japanese Emperor during the Meiji restoration,
or the Chinese emperor in the last days of the Ming dynasty,
and the Empire is run by the big corporations divvying up
the sectors.
The 1st
Imperium seems particularly modeled on the early 20th
century Japan with the rise of the Daibatsu as the main
economic powers, before the military takeover of fascist
Japan era.

A PBS special I viewed over 10 years ago disclosed that Hirohito was hardly 'kept in the background'.
(That was more appropo to the pre-restoration era, where, while there was an emperor, the Shogun had the real power)
The point of the special was to demonstrate that was no significant 'peace movement' w/i Japan's gov before the 'bombs' were dropped.
(before the special was aired the local paper would be hit w/ a flurry of 'letters to the editor' stating that Japan was ready to surrender & so the 'A-bombs' weren't necessary. Since the airing, those ltrs no longer appear) While the special amply demonstrated the Japanese govs willingness to fight to the last person ("Everyone fights. Everyone dies") it also showed that the emperor was personally, directly, & deeply involved in the decision process & had been all along. It wasn't stated in the special but I believe that that it can be shown that Japan's shift to militarism can be directly attributed to the accession of Hirohito in the mid-20's.
