As much as I love
playing the "make ALL the canon consistent!!"
game, I think we have to toss Annic Nova if we are to
maintain any semblance of sanity in the background. Even if
you handwave an explanation (my favorite is the usual dodge
that its drive is a one-of-a-kind Ancient artifact), it
makes no sense at all that reports of a ship that could jump
without refueling didn't trigger an all out,
every-ship-committed effort by the Imperium to locate the
ship for study.

The Annic Nova article is in JTAS 1
on pp. 17-18. On p. 17 are three reported sights of the
Annic Nova. The first sighting was in the Spinward Marches
at Heya (0802) jumping out of the system while the scrambled
fighters were at extreme range, followed a five week lay
over at Kinorb (0602), and the last sighting was a Dentus
(0601) an the five Type S Scouts/Couriers scrambled to
intercept the ship got a bit of data.
I have not checked out the chunk of
space described but in the first two reports they had no
data to work with, in the third report the scouts figured
out that the unidentified ship is capable of J2. How are you
going to search for a ship that is capable of J2?
A ship that has fuel for a one J4
could make a J2 jump enter the system and, not recommended
in the rules, could jump out again utilizing fuel for a jump
of 1 or 2 parsecs.
Until the party boards the Annic
Nova no one has enough information to know that the five
week lay over it took 5 weeks to recharge the ship's
accumulators to make a jump.
The best that could been done was
to alert all the worlds within a J2 radius of the sightings.
Of course if the J3 drive gets used there goes the J2 radius
of warning.
