The IISS has ships of its own that aren't Type S, X-boats, or Tenders, you know. I'm sure
IISS purpose built light cruisers and such carry a lot more cargo, passangers, and
auxillary vessels than an IN cruiser would, and when establishing a base, one of them
or a transport probably does a run through a subsector dropping off modules and
stores on several worlds to establish or maintain bases.

They could also contract the transport out to a shipping company or the IN as you
suggest, of course. Again, it'll be whatever is most sensible at the time.
