IMTU such a base would be a mixture of those pre-fab cabins from the old JTAS (I
think), pressurised or not depending on the location, and cutter-sized modules. These
modules would generally be not rated for use whilst in a cutter, being intended only to
be carried by them, though standard cutter modules might be used on a vacuum world,
for example.

A base might also include a Type-S permanently stationed there, and used as storage
space, extra accomodations, and as a power supply if it's not needed for routine use as
an actual ship.

Of all the Imperial services, the IISS is the one for which 'it depends' most applies.
