I figure that holographic communications are pretty standard in
Traveller, on all but the most backward worlds.  Even on those,
starports and many government offices likely have them.

Then again, the primitive method of calling them by speaking tube (or
similarly primitive device) to ask them to come in person probably
works too, if they're not too far away and don't have many other
demands on their time.
