I didn't consider that detail relevant when I was writing the scene, but
given that the port is Class D-in-all-but-name, you can assume that _my_
visualization had the mayor come visit the port manager's office. If
_your_ visualization is different, go for it; as above, it's not really
relevant to the scene. It's meant to be inspiration for you to use as
the jumping-off point for an adventure, and I'm not about to gainsay
anyone's visualization of the scene.
