So,
that sort of depends on which people you are referring to.
The minority being disenfranchised probably object. The
local majority doing the disenfranchising, not so much.
The larger population, once again, probably the majority
object.

Where the 'minority' imposes it's will on the 'majority'.
('higher' courts are prone to such behavior)
esp, if the local 'minority' constitutes a 'majority' farther up the line.
