Canon indicates that the Imperium was TL12 at Year Zero.

Also, The Fifth Frontier War (c.1105) was fought w/  IN Regular Squadrons at TL15 while they were at TL14 during the 3rd FW/SolRimWar (c.1000).

I'd guess it would still be TL12 c.400 but I suppose TL13 could've been reached by then.

Perhaps, as with the 3rdFW/SolRimWar, the Border Wars spurred the acquisition of TL13.
If not then I figure the 1stFW/BarracksEmperorWars/2ndFW era did the trick.
