While the ostensible explanation was that the location of the old capital, Deneb, had become something of a dead-end, though still very much up-to-date, Mora was much closer to 'where the action is', Norris undoubtedly would have mixed feelings about leaving the 'Marches in person, &, this way, he wouldn't have to!
