Yeah, because the 3I and the local government have their hands full with
the terrists' other ops - the ones that involve bombs planted in
/occupied/ buildings, etc - and their sponsors, the dirty Joes(tm).

As with interstellar trade, the big jobs are sewn up by the big boys,
and the PCs get what falls through the cracks.
