The Spanish American war thing was somewhat anomalous.
Most empires simply took the countries they annexed without
paying for it. See, for example, Belgium’s colonization of
the Congo, or pretty much every European power everywhere
they went; or what the US did when it embarked on the great
socialist experiment known as ‘opening the west’, which
some of our dumber would-be revolutionaries are whinging
about now in Oregon.
The US Government embarked on a military campaign to remove
the existing landowners, then gave the land away to US
citizens. Who are now bitching that they’re not being
given MORE land, for free.

Yes, the just took it. But why not
just buy it from the people? Why use mill power when you
could use economic and free choice power? The power of a
rich land to buy a poor one with the promise of fixing them
up and giving them cash in the meantime?
