 on their own merits.  Why would the state
 care?  If they got uppity and
 started
 causing trouble, send the navy in to crush them like a bug

At the very least they could be sent off to an uninhabited system  (that's if they didn't already have one to themselves) & then a Red Zone could be imposed if necessary.
