Yes, this is why solar-powered cars are essentially 4 or 3-wheeled bicycles with huge panels and low top speeds.
So you build covered parking with solar panels on top and use that to charge your battery-powered electric car during the day; or like the school district here is doing, replacing all of their shade structures with shade structures with solar on top. During the summer they make a ton of electricity and don’t use it so they sell it to the electric company, and during the school year it significantly reduces their electricity cost, especially during the peak hours of daylight when electricty is most expensive.
