He never mentioned an increase in crew.  Some of the weapons were only
used in limited circumstances; the rocket pods were more of a "blow the
ever loving crap out of something on the shore...over thataway!" thing,
while getting rid of two torpedoes freed up two crew and if the other
two weren't going to be used (i.e. it wasn't making a torpedo run) then
they would man the additional guns.
