Even in the case where they don't, err, "displace" anyone, they often get the benefits of pre-existing trade routes, highports, infrastructure, and so on. If they can make it more bother than is practical to get rid of them, that is. Considering how many planets there are in the Imperium with only a few settlements on the whole planet, it's almost surprising that there aren't a great many more. So, an Aslan world w/ only a few land-holders just might not have a very dense pop. But, then, there's also the very, very low apparent pop growth that seems to be the case thruout the TU. ======================================================================================
