A rigid spinning object in vacuum does maintain the direction of its
spin axis.  Drag does also interact with spin in atmosphere, but not
in a simple manner and not always with the effect of maintaining
stability.

We may as well put a thruster in it and call it a missile.  They can
usually achieve vastly greater speeds in Traveller than any gun could
launch them with -- mostly because they're accelerating through a
million times greater distance.
