Assuming you're talking USN, that's only been true since the mid 1980s
(IIRC) - before that, the CAG was subordinate (and thus O-5 in rank),
not equal (and O-6), to the carrier CO (cf: _The Final Countdown_).

Aren't USN pilots and NFOs line officers _anyway_?  I think that's true
in the RAN - aircrew officers are warfare officers (RAN/RN equivalent of
USN line), with aviation added on.
