Following up...
I re-read the paragraph in question from the Alien Module (p38):
"Low Berth: Low berth technology is virtually unknown in the Federation.
**The Hivers themselves cannot survive the metabolic reduction of typical
low berth processes**, and other races, which have based their technology
heavily on that of the Hivers, have seen no great need to develop the
technology for themselves. Low passages are not offered by Federation
merchant ships.
Since Imperial low berth technology is not especially dependable, there has
never been a market in Federation space for low berth imports."
[Emphasis mine]
Given the above, and most specifically the emphasized text and its
phrasing, I conclude that neither Fast nor Slow (nor Medical Slow) Drugs
are available to (or for use on) Hivers, and are unlikely to be available
to other Federation races (due to the Hivers having a 'blind spot' on the
topic of medical adjustment of metabolic rates).
