As in the _entire_ _port_?! It's probably not uncommon to have a restaurant
spire (or a restaurant on a high storey of a building) that rotates once
per meal seating to provide a panoramic view of the port and surrounds.

One famous one that was involuntarily closed late in 2001 was Windows on
the World.
