Yup.  Reputable corporations doing honest business (and even some that
don't) have employees on staff to handle things.  If you're looking for
a bunch of ex-military guys from off-world to solve your problem, you
probably have a very different sort of need and/or "business" in mind.

Another way to put it is that in a civilized, built-up area (not the
wild open frontier), most activities exciting enough to qualify as an
"adventure" are by necessity going to take place partly or entirely
outside the law, which is there to make things as "un-adventurous" as
possible.
