Yes.  QSDS and SSDS were designed using TNE FF&S because T4 FF&S wasn't even a glimmer in anyone's eye at that time.

Right.  Use a radio communicator with the "tight-beam" option.  Tight-beam radio communicators from T4 FF&S2 will have slightly different values (generally, they will be somewhat smaller, cost less, and use less power than equivalent TNE FF&S maser communicators).
