There's much the same text in TNE, and I think it comes from
MegaTraveller, though I can't find it just now. TNE also allows them to
be added to armoured helmets. Both the stand-alone and in-helmet shields
cost Cr4,000.

TNE's Fire, Fusion, & Steel has a section on cybernetics and it includes
psionic shields as head options. A 'hard' shield (that's one where the
implant is easily visible) is TL-13, a 'slick' (invisible) one is TL14.
They both cost Cr40,000, halved a TL after introduction (i.e. half-price
at TL-14 for the hard and TL-15 for the soft).

So, there's a once-canon answer.
