But is it? If I look at Zho worlds on TravellerMap, I see a range of
government types, law levels, and tech levels that's almost as broad as the
Imperial selection. That doesn't point to homogeneity of culture. At best,
you might find a sense of 'national' identity - "I am Zhodani from Tloql"
rather than "I am a Tloqlet subject of the Zhodani Consulate". The Imperium
notionally has a similar 'national' identity, but it could be argued that
'notionally' and 'actually' turned out not to be equivalent, else the
Rebellion and subsequent Collapse would not have happened.
