City of Cleon, Moot Grounds, etc Vareck Bostrom 27 May 2024 21:05 UTC

Over the past few days I've been trying to flesh out my understanding of the territory around the Moot and palace in Cleon on Capital. I'm doing this so I can put together a map containing what is canon and then extending it explain points not in canon. Canon is relatively limited but there are some things.

From several sources, my understanding so far:

1.  The Palace is 4250 (or 4750 in some sources) meters from the Moot Spire and is a sphere 1 km in diameter with a base that is floating 500 m over the ground (Digest 9)
2.  The Moot Spire is 1750 meters tall (Digest 9)
3.  The Moot/Palace grounds are an ellipsoid with semimajor axis 5050 meters and semiminor axis 2250 meters (derived from the map in Digest 9) 
4.  The University of Sylea is close if not touching the Moot grounds. I've cleared off a couple of hexes to reserve for them here. GURPS Nobles.
5.  Karbiili (the school) is adjacent to the University of Sylea and the Antiama Library Tower is on either the Karbiili grounds or the University of Sylea grounds and is a tall enough tower that students write poetry and opera when taken by the majestic view of the city from the top of the Tower. I've decided that this is 525 meters tall, but it isn't specified. GURPS Nobles.
6.  There is a hotel called the Empress Hotel which is 12 km from the Moot or the Palace, or both. (Not shown here, it's out of range). Digest 9. 
7.  The city of Cleon has a population of 4 billion people. (Digest 9). If you use dense real-world earth population densities you end up with that city taking up 12 or 13 100km hexes. (Own work). The moot is roughly in the center of Cleon. (Digest 9)
8.  The Starport can be reached by air/raft in under 2 hours (Rebellion: Dulinior was able to get from assassination to outbound on a ship within 2 hours, seemingly by air/raft, a ship was waiting for him at the starport). This implies that the starport must be within the city rather than placed outside of it.
9.  The Botanical Gardens are also adjacent to the University of Sylea and Karbiili.
10. The Moot grounds are surrounded by 'low lying buildings' without a description of how tall those are. I'm using skyscrapers in my diagram. I've placed a to-scale Burj Khalifa in the image (the light red building) for scale.
11. The base of the Moot Spire does include a visitors center that is seemingly open to the public
12. There is a visitors center on the grounds a bit north from the Moot Spire (Digest 9 map)
13. No building in Cleon is taller than the top of the Palace (1500 meters) aside from the Moot Spire. Nobles or Digest 9. Possibly no building in Cleon is taller than the bottom of the Palace (500 meters), the wording is a little ambiguous.

Is there any canon or semi-canon facts about this region I'm missing here?

Now, some of the questions, preferably answered from canon but I'm fine with opinions too:
A.  Can random non-noble citizens/subjects just wander onto the Moot Grounds? Are there walls around the moot grounds or any other form of access control?
B.  Where would the starport actually be (or where is it), and how much land area would it take up? (in numbers of 1km or 10km hexes, keeping with Traveller 5 mapping conventions)
C.  Cinecia attended Karbiili (Nobles). Did she live on campus there? Was she taken by aircar daily? How did that work?

Anything else interesting about the city of Cleon and government sector of the city?
