Hi Christoper,
CT agility is calculated by totaling up all the systems that require energy from the power plant at a specific time. When not using weapons then a ship's agility, in my opinion, would to adjusted for only the energy systems that are in use at the time.
When firing energy using weapons agility would be calculated using the total energy used by those weapons.
