Ok, is the officer in question hold the rank of Captain? Or just the
"Captain" of a ship?

Holding the rank of Captain, one is an instrument of policy, in
control of a significant military asset. The equivalent in ground
pounder terms is a Colonel who commands 3,000 to 5,000 troops.

While the nominal position of "Captain" which is used to describe the
commanding officer of any Ship, in terms of actual rank, is often
lower... (Note Capital ships general have CO's with the Rank of
captain, but smaller ships generally don't)
