Looks like a modified GEnie format: https://travellermap.com/doc/fileformats Shouldn’t be hard to transform them. I have some info on my (currently zipped up and not online) web site in connection with generating a nice postscript version of the original published GDW maps, but I haven’t looked at it in ages, let alone modified into something that might be usable.
