Of course they did. Sure, they don't share a border, but they're not
that far away. Well, insofar as anyone can have 'official' contact with
the Hivers, given their form of government.

Actually, I think they'd be the most likely to take it up. Not
universally (not even remotely), but some would for the commercial
advantage.
