I think that what he meant was that under the rules, the hit chance radically changes when you transition between small combatants (under 20kTd) and medium(?) combatants (20kTd or more, but under 75kTd), and then it changes again when you transition to large(?) combatants (75kTd or larger). So, as written, the _Spee_ is at the low end of 'medium combatants', and either could be made much larger while remaining a 'medium combatant' - or it needs to be cut down to below 20kTd to bring it into 'small combatants'. Incidentally, this is one component of the sort of analysis - although this particular analysis is at a somewhat superficial level - that led to the Eurisko fleet in Trillion-Credit-Squadron competitions.
