A big part here is that the Hi Pop worlds are the outliers, they
mostly trade with each other, and then there is everywhere else.
Remember the majority population score is 5, then add in all the
secondary worlds and there is this cloud of inhabited places that are
trading but won't support anything bigger than the occasional free/far
trader...
