This sort of thing came up 'way back when' the old L5 Society was promoting space colonization using powersats to foot the bill. There was an article in the 'L5 News' that explained how & why really big companies couldn't/wouldn't produce the venture capital to promote similar projects. The conclusion was "it ain't gonna' happen" so the author proposed & organised a 'staging company' (as I recall it was actually chartered in Michigan) which would sell stock to investors & invest it until a sufficient amount of capital was accumulated. At that point it would transform itself into an 'operating company' & begin operating. I also recall a letter published later in the paper stating that shares were being sold but could only be purchased w/i the state of Michigan. I actually considered putting some small amount of cash into it but I could never figure out how to do so. I always wondered what happened to the scheme.
