That's always been kind of odd to me. I see a "missile bay" as a bunch of launch tubes. Reloading requires going outside to drop fresh missiles into the launch tubes. Otherwise, you'd have to truck the munitions through the ship, and be able to open the back of the bay to reload, and that always struck me as silly.
