Another possibility, given those same speeds and ranges, is that the chance of actually hitting an active vessel's hull with non-lightspeed weapons is a virtually impossible task - as a recent movie put it, "like trying to hit a bullet with a smaller bullet, whilst wearing a blindfold, riding a horse."
