I remember that scene well, almost haunting.

Still, as I recall, it wasn't Londo that made that decision, he wasn't on the throne yet (there was some easily manipulated 'puppet' as I recall), & he *did* protest as soon as he was informed by the guy that was really calling the shots.
And that guy made it clear that he just didn't care at all.
Also, wasn't there something of a deal that Londo made the Narn honcho?
Something about agreeing the leave Narn in exchange for support?
