The Imperium paid a huge price to defeat the Solomani, and in the end
lacked the will and forces to really finish the job. Not a terribly good
showing, really.

I don't think the forces were actually Imperial and Zhodani, but rather
local forces with some off-world backing. Esalin shows as non-aligned on
pre-FFW maps. So there would be a shortage of Zhodani psionic assets.
