Sort of.  A damper is 50 dTons and stops the automatic crew hit of a
nuke missile and reduces the damage done by nuclear missiles and
fusion gun by 2d6 (per damper).   They number of dampers you can have
active is based on your power plant size (it's the power level divided
by 2, rounded up). They have squat effect on particle beam weapons.
This is their effect in non barrage based combat. (small ship combat)
In barrage based combat, the offer a minus 2 DM per damper active (Max
number of dampers active is based on your TL, with TL 12 allowing 1
and TL 15 allowing 6).  The size of a capital screens and dampers is
based on the size of the ship, which doesn't make a whole lot of
sense, because the "small ship" sized damper is the same size as the
one for a 200,000 to 600,000 dTon ship.  Of course a TL 12 damper
built at TL15 is 60% the size (but 200% the cost), so it works out the
same more or less.
