This sounds like a template (with certain allowances, of course) followed by the various 'Peoples Liberation Movements' subsidized by the USSR/PRC back in the old days.
Destabilize society until the populace becomes desperate & then present a 'savior'.

Jamaica, or any other country for that matter, can/could still export food if internal consumption is reduced low enough.
However, the natives usually don't take too kindly to that idea.
They tend to want to eat like the 1st world not like the 3rd world.
