Note that pressurisation might not be considered 'high risk' by the time
of the Ziru Sirka. The Vilani had been travelling the stars for over
5,000 years when they founded the ZS, and their astronautic technology,
including that for managing pressurisation and air circulation would've
been very mature and well-proven.

They may not have found towers so high they needed pressurisation
economical, and if they weren't the Vilani probably wouldn't have built
them as they've always seemed to be a very practical culture. OTOH, the
Third Imperium is supposed to have been driven entirely by economics and
profit, yet it built flying palaces and other such frivolities, so...
