This is the initial draft of background information on a potential career. I'd like
comment, and ideas of what else should be included...

Introduction
============

In any society, there are always a few sophonts who have the unusual ability to
remember *everything*. Those who also have the ability to *recall* those
memories at will, without prompting, are virtually guaranteed a place in
Imperial service. These sophonts make up the Imperial Mnemonic Service.

When such a sophont is found, they undergo a battery of tests to see how they
can best be used. Those that can be trained to connect seemingly unrelated bits
of information and draw conclusions from those connections are assigned to the
Correlation Corps. Those that can be trained to report with perfect accuracy
what they have seen or heard, *without* drawing conclusions or letting their
opinions influence their reporting, are assigned to the Fair Witnesses.

Correlation Corps
=================

Correlators are authorized to go anywhere, see anything, ask any questions and
receive answers, and in general be “obnoxious busybodies”. Their identification
includes an Imperial Special Warrant authorizing their inquisitiveness, and
requiring that any reasonable accommodation be made to satisfy the Correlator’s
inquiry. The Correlator is not *required* to answer questions or give reasons
for their inquiry, though many will if it will make it easier to get an answer.
Correlators do not receive specific assignments for investigation.

A Correlator is paired with a Facilitator; the Facilitator does not have the
perfect recall of the Correlator, but is trained (a) to smooth over any social
gaffes that the Correlator might have committed with an inquiry, while ensuring
that the inquiry is answered; (b) to arrange facilities such as transportation
and lodging for xirself and the Correlator while pursing an inquiry; (c) when
presented with a conclusion by the Correlator, to know whether it should be
reported, and to what agency of the Imperial government (and at what level) it
should be reported to, and (if appropriate) to report it with enough supporting
information from the Correlator to ensure appropriate action; and (d) to be
aware of topics of high general or specific interest to the Imperial Government
in an area, and to the extent that the Correlator is willing to be guided, to
encourage inquiry into those topics.

Fair Witnesses
==============

Fair Witnesses have two important attributes: First, they are automatically
qualified in Imperial courts as Expert Witnesses in their specialty area, and
second, their testimony as such is held to be unimpeachable in Imperial courts.
Planetary jurisdictions are not required to honor Fair Witness status, but many
do. Fair Witnesses are often asked to serve as arbiters in contract disputes, as
well, and may be asked to act as investigators/inquisitors in jurisdictions that
use the inquisitorial legal system.

When reporting on what they have Witnessed, they report *only* and *exactly*
what they know from their own direct experience – for example, if shown a green
house from the outside so that they can only see the north and east faces of the
house, when asked what color the house is, they will report only “it appeared to
be green on the north and east sides”, and will refuse to say anything that
would imply that they saw either of the other two sides. Thus, in acting as an
arbiter or inquisitor, their decisions will be based only and entirely on the
facts that come to the Witness’s attention as part of the process.
