Thanks for the signal boost! The author of the "Amber Zones in nugget
format" was the late, great Clay Bush.

He's mentioned on the "Absent Friends" page of the T5 rulebook:

"Clayton R. Bush
1958 - 2007
Clay was an prolific author of convention scenarios in
many game systems, but he always returned to Traveller.
He received, in 1991, the ‘Lifetime Achievement Award’ for
writing and running over 100 convention events."
