Both damn good points.

Since I leaned towards the 3I's monetary board succeeding over the
long-term in my earlier posts, I probably should also assume a balanced
Imperial-level budget _over a similar long term_, modulo major
disruption.  Since the amount of new currency minted annually and palmed
off to the sector dukes is revised every ten years, that looks like a
reasonable timeframe to use.

Question for the Learned Members:

Does this apply to non-sovereign interstellar governments?  In the 3I's
case, sector, subsector and/or cluster?

Where do vice-regencies (such as domains) fit in?
