About the only thing remotely like this that I’ve seen (and which I suspect that you have, as well) is the word generation tables in the Alien modules, which allow you to generate groups of phonemes that *sound* roughly correct for the language in question.
ISTR that the first Aslan module went as far as to ascribe an Anglic translation to a (single) Trokh word (more like a phrase, actually) as an example of the output of the generator.
But what you seem to be asking about is more akin to the life work of Professor Tolkien with his study of the development of the languages of the elves.
There *used* to be a linguist on this list (Kenji Schwartz?) on the list who spent some time working on Vilani (I think…) but I’ve seen nothing like that since.
